Background
I have received numerous inquiries about my experiences and background. I hold a Bachelor of Business Administration degree from National University and a Master of Science degree from the University of Phoenix. I am providing extracts from my Resume below to share some of my history for those interested. If you are familiar with Project Management; you will be interested to know that I have never had a Project over run it’s budget or finish late. For those who are familiar with military careers, you will note that I am used to operating at significantly higher responsibilities compared to the grade that I held in most of my assignments in the military.
June 2007 to April 2009
I was the Senior Project Manager of a $150M nuclear related project at the Nevada Test Site (NTS). I managed the efforts of four Project Managers, each from a different Corporation, in order to complete design, construction, and placement of four scientific experimental machines in a high security facility. It is important to note that when I was assigned to take over this previously initiated Project mid-stream, it was 6 months behind schedule and over budget. Leading an excellent Team we recovered the schedule and moved the Project out of the Red.
June 2006 to June 2007
I worked as a Project Manager with a portfolio of 22 individual Infrastructure and Security projects at the Nevada Test Site and at the DOE North Las Vegas (NLV) Facility with actual and estimated budgets totaling $24.7M. These Projects were self-executed internal to the company I worked for using a combination of labor union craft and/or subcontractors. During this period I also authored the Telecommunications and Information Technology portion of the Nevada Test Site’s Ten Year Master Site Plan.
October 2003 to June 2006
I was responsible executing multiple Infrastructure improvement projects (road, fire alarm, generator, and Telecomm/IT projects at the NTS and NLV) totaling $16M. Using 6-Sigma I was able to improve solutions & reduce costs; achieving hard savings of $623K. I also managed the “Condition Assessment for Telecomm/IT Infrastructure” across the Nevada Test Site and the DOE complex in Southern Nevada.
September 2001 to October 2003
I served as a Technical Adviser for Telecomm/IT and Telemetry across multiple organizations and missions. I provided Subject Matter Expertise (SME) in Telecomm/IT and Security, providing independent evaluation and assessment of operations, security, and technology in demonstration for test beds at four US military installations. I also had primary responsibility for Project Management of scope and budget development for a new 20K square foot scientific building, and execution of multiple Telecomm/IT projects. I was able to facilitate formal agreements between USAF and DOE for Telecomm/IT DOE replacement projects at Nellis AFB.
September 1998 to September 2001
I managed DOE’s emergency Telecomm/IT response resources (sited at RSL Nellis) and the DOE Emergency Communications Network (ECN) located at ~ 25 sites across the United States; with a staff of ~ 40 employees plus 11 separate Subcontractor Organizations. I increased the Scope and Budget from $6.5M to $12.5M. I also managed engineering, procurement, installation and maintenance activities. I changed organizational structure to capitalize on underutilized resources and to develop a synergistic environment for future growth. Identified and implemented technical and professional training programs for staff. I also developed and implemented partnerships with the local Community College and State Universities.
August 1997 to August 1998
I was the Deputy Director of the Communications Division for Marine Corps Logistics Bases. Immediate supervision of over 70 civilian and military technical personnel plus numerous Contractors providing support in a variety of Telecomm/IT areas. Responsible for overseeing and managing day to day support of more than 3500 Telecomm/IT system users located in Georgia, Florida, California, and Norway. Responsible for requirements identification, plans development, and implementation to meet diverse organizational needs. Developed and managed budgets for hardware, software, multi-site coordination, training, and project implementation. Extensive involvement in developing fixed and deployed USMC logistical requirements/programs.
July 1995 to August 1997
Served as Assistant Chief of Staff G6 (Major-04 assigned to fill a Colonel-06 position) for the U.S. Marine Component in Korea. Advised Senior Marine General in Korea (Commander, U.S. Marine Forces Korea) on Marine Communications and Information Technology capabilities and requirements. Responsible for developing and keeping Contingency Plans current to support a Combined US/ROK/UN force of well over 400,000 if the Marines were required to deploy to Korea in defense of the Korean peninsula, and to integrate USMC communications into existing and future communications internal and external to Korea. Developed and managed annual support budget for fixed installation support, training, equipment replacement, expansion projects, and software. Developed and maintained budget for communications support of Marines participating in CINC Exercises.

Attended the United States Marine Corps, Amphibious Warfare School, Quantico Virginia.
July 1991 to June 1994
Served as the Operations Officer for the 2nd Marine Aircraft Wing, G6, home based at Cherry Point, North Carolina. Responsible to Plan, Coordinate, and Manage deployment and installation of Telecomm/IT in support of 10,000 Marines and 500 Aircraft. Planned for world wide contingencies and actual deployments to Norway, Aviano Italy, Bosnian Theater, Counter Drug Operations, and other locations.
July 1988 to July 1991
Assigned as the Base Communications Electronics Officer for Marine Corps Mountain Warfare Training (MWTC). Managed 60 Marines providing a variety of support services including Telecomm/IT, armory, weapons maintenance, explosives ordnance, EOD (explosives ordnance disposal). Managed EPC type projects to construct a new communication center, gymnasium, and rehabilitate two club system buildings.
It was during this period I established Nevada as my permanent residence. We bought a home and lived in Nevada near Lake Topaz and I commuted to the MWTC. We maintained this home as our Nevada residence while assigned at other locations, only selling it in 1999 after we had relocated to Moapa, Nevada.
May 1986 to July 1988
Platoon Commander with 7th Communications Battalion, 3rd Marine Division, Okinawa Japan, having 120 direct reports. Responsible for planning and execution of long haul Telecomm/IT supporting 30,000 Marines.
January 1975 to May 1986
Served as an enlisted Marine in the USMC rising to rank of Staff Sergeant. Formally trained to AT&T standards as a Dial Central Office Telephone Repair Technician (Rotary, XY, and Cross Bar). Served with the U.S. State Department during 1977 through 1979 as a Marine Security Guard. During 1980 I left the active Marine Corps for a year to help my father develop the small business he created, during this period I served with the 4th Tank Battalion in the USMC Reserves. In 1981 I returned to active duty with the Marine Corps. I attended Officer Candidate School and received a commission in 1985, followed by training as a Marine Communications Officer.
